Estates are "political" subdivisions of Adria; they have a vote in the gathering for the Duchy called the Estates General. Unlike geographic subdivisions, they are not chartered. The entry level estate is a House, which has a Lord or Lady. The two most senior estates for the duchy have a vote in the Imperial Estates, along with any Estates Major we may develop.
